Surface Coal Mining Blaster Certification

Blasting on surface coal mining operations is required to be conducted under the direction of a person who has been certified as a blaster by the Maryland Department of Environment. The blaster is the person who is directly responsible for the use of explosives on surface coal mining operations. The industrial surface water discharge permit is a combined state and federal permit under the National Pollutant Discharge Elimination System (NPDES). This permit is issued for industrial facilities that discharge to State surface waters.
