General Info - Statewide Permit
Because of the potential environmental problems associated with the mining of coal, Maryland requires a permit prior to beginning any mining operation. Permits are required for surface coal mining, deep coal mining, prospecting, preparation plants, loading facilities, and refuse reclamation operations.

Upon notification that the application is complete, the applicant shall publish notice at least once a week for 4 consecutive weeks in a newspaper of general circulation in the county where the proposed activity will be located. This notice will explain where to submit comments, how to request a public informational hearing, or how to be placed on the mailing list to receive more information.
