Maryland requires anyone responsible for a coal mining operation to obtain a mining operator license from the Department. The purpose of the license is to ensure that coal mining operations meet the Department's environmental standards, have proper credentials, have acceptable track records in Maryland and elsewhere, and meet financial accountability requirements.
