If you are a professional solicitor, fund-raising counsel, or public safety solicitor, you must register with the Maryland Secretary of State before asking for charitable donations in the state.

Registration Fees

Review the steps - read carefully

  1. Complete the application form.

    Choose your role (professional solicitor, fund-raising counsel, or public safety solicitor). The system will guide you through the required steps.

  2. If you are a Professional Solicitor:
    1. Submit a $25,000 surety bond.
    2. Complete a fund-raising notice.
    3. Submit a contract for each charity you work with in Maryland.
    4. Submit interim accounting reports for each contract.
    5. Submit a final accounting report within 90 days after a contract ends.
    6. If you sign a new contract, submit the fund-raising notice and contract before you start soliciting or within 10 days of signing.
  3. If you are a Fund-Raising Counsel:
    1. Submit a contract for each charity you work with.
    2. If you sign a new contract, submit it before you start soliciting or within 10 days of signing.
  4. A public safety solicitor will need to have a surety bond in the amount of $25,000 to complete registration. It will also need to submit a copy of a contract for each public safety organization for which it solicits in Maryland and pay $100 per contract.

    • If everything is complete, you’ll get an email confirming your registration.
    • If anything is missing or incorrect, you’ll receive an email explaining what needs to be fixed.
