SOS Solicitor Initial Registration Form
If you are a professional solicitor, fund-raising counsel, or public safety solicitor, you must register with the Maryland Secretary of State before asking for charitable donations in the state.
Registration Fees
- Professional Solicitor: $350 per year
- Fund-Raising Counsel: $250 per year
- Public Safety Solicitor: $100 per contract submitted

If you are a Professional Solicitor:
- Submit a $25,000 surety bond.
- Complete a fund-raising notice.
- Submit a contract for each charity you work with in Maryland.
- Submit interim accounting reports for each contract.
- Submit a final accounting report within 90 days after a contract ends.
- If you sign a new contract, submit the fund-raising notice and contract before you start soliciting or within 10 days of signing.

- Submit a contract for each charity you work with.
- If you sign a new contract, submit it before you start soliciting or within 10 days of signing.

A public safety solicitor will need to have a surety bond in the amount of $25,000 to complete registration. It will also need to submit a copy of a contract for each public safety organization for which it solicits in Maryland and pay $100 per contract.
