Sign Language Interpreter General/Provisional License Application


Use this application to apply for a Sign Language Interpreter Individual license as governed by the Governor's Executive Order 2024.

There are four types of licenses that an individual can apply for: General, Provisional, Specialty, or Provisional Specialty license.

General License:

To qualify for an individual license to provide sign language interpretation services for the general community, an individual shall be 18 years or older, and have a valid nationally recognized certification from one of the following organizations at the required level, if applicable:

(1) Board for Evaluators of Interpreters (BEI) at the basic level or higher;

(2) National Association of the Deaf (NAD) at level IV or higher; or

(3) Registry of the Interpreters for the Deaf (RID).

Validity Period: A general license is valid for one year from the date of issuance.

Fee: $150


Provisional License:

A. An individual who is unable to meet the licensure requirements of this chapter may apply for a provisional license.

B. To qualify for a provisional license to provide sign language interpretation services for the general community, the

individual shall:

(1) Be 18 years or older;

(2) Have a high school diploma or a certificate of high school equivalence, or courses from an accredited college or

university; and

(a) Obtain a passing score on the knowledge and ethics written exam from either:

        (i) The Registry of Interpreters for the Deaf (RID); or

        (ii) The Board of Evaluation for Interpreters (BEI);

Validity Period: A provisional license is valid for three years from the date of issuance.

Expiration:  An individual may not hold a provisional license for more than 5 years.

Fee: $300


Specialty License:

To qualify to provide sign language interpretation services in a education or school setting, an individual shall meet one of the following requirements:

(1) Be 18 years or older;

(2) Meet the requirements of Regulation .05A of this chapter;
(3) Score a minimum of 4.0 on the EIPA either the:
          (i) PSE-ASL assessment, preferably for the appropriate grade level to be assigned; or
          (ii) ASL-PSE assessment, preferably for the appropriate grade level to be assigned.
(4) An individual who is deaf or hard of hearing is exempt from the assessment requirements in §) B(2)(b) of this regulation.

Validity Period: A specialty license is valid for one year from the date of issuance.

Fee: $75


Provisional Specialty License:

A. To qualify for a provisional license to provide sign language interpretation services for the education or school setting, the

individual shall:

(1) Be 18 years or older;

(2) Obtain a passing score on the written Educational Interpreter Performance Assessment (EIPA).

B. Restrictions.

(1) An individual who holds a provisional license to provide sign language interpretation services for the general community

may not provide any sign language interpretation services in a specialty area except in a medical setting if part of a formal

mentorship or if the individual is accompanied by a licensed sign language interpreter.

(2) An individual who holds an education provisional license or an education specialty license to provide sign language interpretation services may only provide sign language interpretation in educational programs and services.

Validity Period: A provisional license is valid for three years from the date of issuance.

Expiration: An individual may not hold a provisional license for more than 5 years.

Review the steps - read carefully

  1. Create a OneStop Account

    You must register an account with Maryland OneStop in order to access and submit this application. If you have previously created a OneStop account for a different Maryland government program, you may login to that same account.

  2. Verify Your Maryland OneStop Account Email

    Once you have submitted your information to create an account, you will receive an email from onestop.support@maryland.gov. Click the "Verify Your Email" button in the email.

  3. Complete the Sign Language Interpreter General/Provisional License Application

    Log in using the email and password you created and click the "Apply Now" button to complete your Sign Language Interpreter General/Provisional License Application. Complete all required fields.

  4. Pay the Fee

    Fill out the form and pay the $150 annual fee online. If applying for a Provisional license, the fee is $300. For a Specialty license pay the $75 annual fee online, if applying for a Provisional Specialty license, the fee is $150.   5. Review

    Once you have submitted the application and paid the fee, it will be reviewed by the Governor's Office of Deaf and Hard of Hearing (GODHH) Staff for State Board of Sign Language Interpreters (SBSLI). If you have any questions about the license application or your submission, you may contact gov.odhh@maryland.gov or (443) 453-5761.

  6. Notification

    You will be notified through OneStop of the status of your initial application. Please allow 30 business days for processing.

  7. Approval

    Once approved, your license will be available for download through the OneStop site under the "My Dashboard" page.
