Farmer Application Package


There are two United States Department of Agriculture (USDA) programs available for direct marketing farmers to participate in through the Farmer Application Package:

  1. The Farmers’ Market Nutrition Program (FMNP) for WIC and Seniors (SFMNP)              
  2. The Special Supplemental Nutrition Program for Women, Infants and Children (WIC) Fruit & Vegetable Benefit (FVB).


The FMNP provides benefits for WIC and Senior participants to purchase fresh, unprepared, locally grown fruits, vegetables, fresh herbs, and honey (seniors only) from June through November. This program expands the awareness of the variety of local fruits and vegetables that can be found at farmers markets and has the potential to increase farmer sales.


In addition to the FMNP benefits, the WIC Program provides Fruit and Vegetable Benefits (FVBs) electronically to WIC participants to purchase fruits and vegetables at farmers’ markets and grocery stores throughout the year. The system used to process electronic WIC benefits is known as eWIC.


In order to apply to accept eWIC FVBs, Farmers must be either authorized or applying for authorization by MDA to accept FMNP. To simplify the process for you, the Farmer Application Package includes both FMNP and WIC FVB. This application allows you to apply for FMNP by itself or together with the WIC FVB. Participation in the WIC Program to accept FVBs is not required.

Review the steps - read carefully

  1. Create a Maryland OneStop Account

    If you do not have a Maryland OneStop account, click Register in the upper right hand corner of the screen. Enter your first name, last name, email address, and create a password, then click Register.

  2. Verify Your Maryland OneStop Account Email

    Once you have submitted your information to create an account, you will receive an email from onestop.support@maryland.gov. Click the "Verify Your Email" button in the email.

  3. Complete the Farmer Application Package

    Log in using the email and password you created and click the Apply Online button to complete your Farmer Application Package.

  4. Farmer Agreement Form

    Once Approved and trainings are completed, you will be required to sign the Farmer Agreement Form.

What Happens After Submission

Read carefully

  1. Application Package Submission

    Submit the completed Application Package for Review by FMNP

  2. Once Approved

    Once trainings have been completed and notated by a FMNP Representative, the application will be sent to the Department of Health.

  3. Complete Training

    Once training has been completed, FMNP Administrator will authorize the farmer or farm stand for a 3-year period.

  4. Department of Health Signatory

    Department of Health signatory will sign Agreement Form after all steps are completed and approved by applicant and FMNP Representative.
